Their umbrellas are top,, delivery is flop

Their umbrellas are top, but I ordered one three weeks ago, still not delivered. The track and traceI I got does not work. Am I scammed?

I ordered, and pand (!) one umbtrella, on november 22th, today, december 7, it is not delivered. 10 working days! Have I been scammed?
